Considering the present situation, we believe immediate decentralization and proper adaptation are essential for the development of the country and for this, following measures can be taken.
Decentralization of power: It includes the decentralization of administration, education, health facilities etc as there is little provision of access to convivial services for health, learning and amusements for the village community. Government must receive footing to lessen poverty and extreme hunger, ensure universal primary education, increase child and maternal health facilities. It will strengthen the local government system and definitely will go a long way in the development of rural areas, thereby stopping the influx of the rural people into Dhaka.
Moving Industries from Dhaka: High manpower dependent industries like garment, dyeing and foot ware workhouses, tanneries, lumber-mills and timberworking, welding and forgery industries or workshops for manufacturing doors and window grills and frames, cabinets and rails, pharmaceuticals and plastic and polythene industries should be moved to district towns with proper effluent treatment facilities. To ensure this, private and public investors will have to be encouraged to invest in order districts to create employment opportunities.
Decentralizing improved communication system: A modern and effective policy, short and long term, should be prepared for this. Government should improve the condition of roads, canals and rivers in outside Dhaka. Wide and ventilated buildings, ample roads, smooth and reliance conduction, running extraction, limpid aqua-frames, verdure and gardens, protection facia, rapid and individual adjustment of dross are vital part of transfer resources to help other districts.
Another positive step would be to extend information technology facilities, penetration of phone lines specially cell phone and internet in other districts to generate self-employment possibilities for the local youth.
Decentralizing Utility Services: More people live in outside Dhaka. But the arrangement of supplying electricity, gas, water did not develop with the demand of people. So for overall progress, it is very essential to spread out the resources and facilities of utility services and hence improve the infrastructure.
To mitigate the power crisis, government must have to encourage using solar systems on rooftops specially outside Dhaka. Safety measure like firefighting, security access to emergency services would be ensured as well.
Without the development of our districts we cannot think for our total development. So, we have to increase the consciousness about decentralization of assets and thus ensuring proper utilization of resources.
